Sizable options activity Dec 22 btw 70-75 cents while forwards non-existent?

Looks like US Renewable Diesel hedging activity in Soybean oil is concentrated on Dec22 soy oil options. 8153 lots Open interest in 70calls supports futures market and 12,273 lots between 70-75calls with 23 days left to expiry. Meanwhile Jan23 doesn't have any calls strikes > 2000lots and Mar23 volume shows a bit more Open interest btw 68-75cents but still nothing like Dec22 volume.
